The White House has agreed to provisions of the cryptocurrency market structure bill that could secure support from some Democratic lawmakers in the US Senate.
According to Tuesday’s Punchbowl reportWhite House officials met with Republican Senators Cynthia Lummis and Bernie Moreno to reach an agreement on ethics language included in the Digital Assets Transparency Act (CLARITY), which is pending in the Senate.
Neither Lummis nor Moreno have publicly announced details of the deal, which could facilitate Democratic support in an expected tight vote in the Senate, but the report suggests it could have an impact on US President Donald Trump’s crypto investments.

The CLARITY Act, passed by the House of Representatives in July 2025 as part of Republicans’ Crypto Week agenda, has faced several delays in Congress due to government shutdowns, lawmakers’ concerns about ethics, tokenization and stablecoin rewards, and provisions designed to protect developers from executive action. Many lawmakers and industry advocates expect the Senate to consider the bill before the chamber adjourns for the August state deadlines, but as of Tuesday, no vote was listed on the congressional calendar and the text of the bill had not been made public.
There is uncertainty about the 60-vote threshold
Last week, Trump urged the Senate to pass the CLARITY Act “in honor of” the behind schedule Sen. Lindsey Graham, who the president said was a “great supporter” of the bill. Many cryptocurrency industry executives and lawmakers have publicly spoken in support of the bill, but it is unclear whether the bill will pass the 60-vote threshold in the Senate due to concerns among many Democrats about a potential conflict of interest with the Trump administration.

Several Senate Democrats, including Elizabeth Warren, Chris Murphy, Jeff Merkley and Chris Van Hollen, said any CLARITY Act would be “worthless” without ethics provisions addressing Trump’s ties to the cryptocurrency industry, including his memecoin and his family’s company, World Liberty Financial. Cointelegraph requested details of the deal from Lummis’ office but did not receive an immediate response.
A White House official told Cointelegraph that the administration “has committed to working with Congress to advance the CLARITY Act and has agreed to the most comprehensive and wide-ranging ethics provisions in history,” adding that it has “leaned back to accommodate [Democrats’] worries.”
According to Coinbase Vice Chairman Ryan VanGrack, Democrats have already managed to negotiate the inclusion of customer protection provisions in the Senate bill. However, many lawmakers are calling for hearings to be held to investigate Trump’s investments and ties to the industry before a potential vote.
Bitcoin price increases as a result of CLARITY talks
The price of Bitcoin (BTC) rose above $66,000 early Tuesday, hitting a seven-week high amid news of the ethics agreement and Trump’s plans to impose an additional 10% tariffs on international trade.
“The reason for the price increase is entirely related to the potential approval of the Transparency Act,” he added. he said Michaël van de Poppe, founder and chief investment officer of MN Fund and MN Capital, in Tuesday’s post
