The Arbitrum Foundation has proposed a $43 million operating budget for 2027, opening another debate on how major DAOs fund development, operations, and ecosystem support without draining their resources too aggressively.

The proposal is currently available on the Arbitrum Governance Forum for delegate feedback. It hasn’t been finalized, and that’s an essential distinction.

The proposal is expected to cover the Foundation’s operational, administrative and development initiatives through 2027. However, since Arbitrum is one of the largest Tier 2 ecosystems, any major budget request naturally attracts the attention of DAO participants.

The bigger story is not just a number. The question behind this is: How much should a huge crypto foundation spend to keep its ecosystem competitive?

DAO budgets are becoming more and more solemn

Cryptocurrency management has mainly focused on token launches, grants, and technical improvements.

Today, huge DAOs are increasingly faced with common but complex budgeting issues. They must pay teams, fund ecosystem work, support developers, manage legal and administrative costs, sponsor development programs, and communicate with users and partners.

It’s not as electrifying as launching a modern protocol, but it is imperative.

Arbitrum is a major Layer 2 network with a huge ecosystem of DeFi applications, infrastructure providers, developers, and users. The Foundation plays a role in supporting this ecosystem. However, every dollar requested from authorities or tied to DAO resources must be justified.

The $43 million budget request gives delegates something concrete to evaluate.

They will want to know what the money is for, how expenses are measured, what effects they expect and whether the Foundation’s budget is consistent with Arbitrum’s long-term goals.

This control is robust.

Growth costs money, but the treasures are not endless

The complex part of any DAO is that development requires expenses, but treasury assets are not unlimited.

If a DAO spends too little, it may fall behind the competition. Developers can move to other ecosystems. Apps can run elsewhere. Users can incentivize competing networks. Infrastructure may weaken.

If a DAO overspends, token holders may worry about waste, needy oversight, or unnecessary dilution of treasury holdings.

Arbitrum operates in a competitive Tier 2 market. It competes with Base, Optimism, zkSync, Starknet, Polygon and other scaling ecosystems in terms of builders, liquidity, users and institutional attention.

This competition is steep.

Ecosystems need developer relationships, grants, marketing, enterprise outreach, security work, integration, and management support. The Foundation’s budget is one way to coordinate these functions, but the DAO still needs visibility into how funds are being used.

Feedback from the delegate will make a difference

Since the proposal is still in the forum stage, the next step is delegate review.

Delegates can support the general idea while pressing for more details. They may ask for clearer reporting, milestone-based publications, spending limits, audits or category-level transparency.

This is where management becomes useful.

The forum process gives token holders and delegates a chance to refine the budget before it moves forward. It may also reveal whether the Foundation has sufficient confidence in the community to provide continued funding at the required level.

Arbitrum’s management has already been the subject of considerable debate over the utilize of treasury funds in previous cycles. This story makes budget transparency even more essential.

The foundation needs enough flexibility to operate effectively, but the DAO needs enough oversight to feel comfortable approving huge allocations.

Arbitrum’s 2027 plan comes at a competitive moment

Time matters.

Layer 2 networks are moving from early deployment to a more mature phase of competition. Fees are lower, application ecosystems are deeper, and users feel more comfortable connecting across networks. This means that network loyalty is not guaranteed.

Arbitrum must continually prove that it can attract solemn DeFi, gaming, infrastructure and institutional activity.

The 2027 budget is intended, in part, to keep this machine running.

However, the market will judge Arbitrum not on the budget request itself, but on what the spending will bring. More developers, stronger applications, greater fluidity, better tools and constant user activity confirm this thesis. Poor performance would make it complex to defend future financing.

For now, the proposal presents a clear governance issue for the Arbitrum community to consider.

This is no longer a side issue for DAOs. It is becoming one of the main tests of whether decentralized networks can manage themselves at scale.
